In common usage, in England, it does. Loran's not in England, but if he were
to speak to English people in England, they'd think he was referring to a
bloke, for what it's worth. He understood Icthya to be a bloke, he used "he"
at some point.

Please don't snipe at my English from the sidelines, Philip. Just go away.

English, I am going to feel very uncomfortable posting here. I already do

  In English, the word "fellow" does not carry a gender - that is a common
misconception.   It is certainly NOT masculine.   I'd be interested in any
example you might be able to find where it has been used as definitively
masculine.
