With this information, I can propose a nice counter proposal (which isn't a counter-proposal but an in fact an improvement of Aalmon's plan).

You asked for Lev, but my interpretation is that Theoblanc has found justification for this sort of action in some branch of the Church or some interpretation of scripture (a heresy). If the problem were that he was promoting the draining of Essence from people then he would be a Borist, for instance, and there would be something in the Borist Heresy which justifies it.

Hmmm...rereading that paragraph...draining...vampires...Borists...hmmm.... :)
