Soren,

How about adapting the Thief Taker keyword from ILH1, with more emphasis 
on dealing with wrongdoers rather than investigating crimes. So more 
Judge Dredd than Sherlock Holmes.

something like
Abilities: Analyse Evidence, Good Memory, Recognise Wrongdoer, 
Intimidate, Cudgel /or/ Staff combat, Know [city] Laws,  Assert Authority
Typical personality : Honest, Meticulous, Stern
Relationships : Member of Street Judges, Enemy of [thief guild], 
Contacts in [beggars guild]

How does that look?
