As to why he's there, I think it would be reasonable of the Mayor of Sog
City (himself being a Judge) to send one of his own.

    How about adapting the Thief Taker keyword from ILH1, with more emphasis
on dealing with wrongdoers rather than investigating crimes. So more Judge
Dredd than Sherlock Holmes.
