I think an elf is supposed to be a bit like  fish out of water when not 
in a forest, its along the same lines as playing a nomad when separated 
from their mount.

However - to throw an idea in - there could be specialist spirits or 
magics that render a marked area ritually as woodland to offset the 
penalties. That fits quite well with the forest-spreaders idea if a 
side-effect of the ritual is to make each such area more likely to see a 
forest outbreak at some stage due to a mythic connection to the Great 
Forest, perhaps on a complete success you actually get the Woodland 
bonus - and unknown to anyone else that spot becomes a place of future 
forest growth. So just set out your special living twigs and within the 
marked area 'Presto!' you feel and function OK.

In a similar vein I think that only the Iron Mostali would not usually 
suffer crippling agoraphobia when outside their underground cities.
