Sam,

When released any fetish spirit can add its rating to your active 
ability - so an ability rating of 10 added to your active skill would 
completely offset the penalty for being outside the forest. A spirit 
ally differs from a normal fetish spirit because it can release itself 
(without an action from you) and because it then returns by itself. 
There might be times when you are left waiting for it to return before 
it can help you this way again, its not a free lunch :) There is no 
reason why the abilities of this spirit would be penalised so if it had 
other related abilities such as "Speak with Non-Aldryami" then you could 
use those as active abilities at their full rating any time the spirit 
was in the fetish.

Actually there is nothing to indicate that any of your spirits need be 
penalised with the -10, the only issue would be that some Aldryami 
magics might simply not be that useful outside a forest. If your 
character is primarily a magician then she could simply rely heavily on 
the un-penalised spirit abilities when outside woodland, then have a 
non-elf[1] follower to look after her more mundane problems whilst 
traveling.

As a charm you need to look at the cost of the most powerful likely 
starting charm. A 15W3 charm would have a book cost of 10 character 
generation points if her magic is concentrated and would offset all but 
-2 of the penalty all the time automatically without any further action 
required.

Lev would have to confirm that this is the sort of thing he meant but 
that is what I was trying to get at.

[1] We could even sneak another beast-man in through the back door! More 
practically I would think the Aldryami would have some human 
allies/hirelings.
