Off the top of my head, the Char-Un book might have bits and bobs....
   
  Also, maybe with the walking on snow stuff do something like the Bluefoot Orlanthi and mud etc. In my game, we made this part of common magic but my interpretation of John Hughes´ stuff would have it as a feat (boom boom!).

A bit of a late comment but if you want an alternative source of ideas then grab a copy of ILH1 from somewhere and have a look at the Eolians. They have a similar lifestyle and they have a Reindeer spirit amongst their spirit totems. Useful if for no other reason than because it suggests some alternative ideas for the Reindeer spirit abilities.

Given the terrain I personally would have given them Walk in Snowshoes - which feels more Reindeer Hsunchen to me than Skiing which would be the obvious alternative.
