[HQ Ignorance] The Guardian Banner

Personally I think communication should be with any member of the 
fellowship able to see the symbols on the flag - not much practical 
difference so its not much of an issue just a preference.

Aalmon and Baros will be members so that's 2HP. If my adding up on 
fingers is right that leaves just the one.
