I am not sure that either water nor arrows are going to do that much to
the lesser undead but if you get the timing right it will not matter so
much because splitting the army has much the same effect. The point is
to get all those screening troops out of the way so Wilkairtha and the
Telmori can get at the source of the problem. Mopping up hordes of
undead would be a big job but not a threat to civilisation in the West.
