That bonus is for preparations prior to a ritual, so
yes, you can get that bonus. However each hour spent
there increases the likelihood that someone notices
you and tries to send guards in to intervene "Hey,
what are those people doing on the King's Tower?" This
of course could be very bad as they'd find the King's
body and you'll have the crown etc.
So to carry out the preparations unseen you will be
against the following resistances;
14 for the first hour.
18 for the second.
1W2 for the third.
1W6 for the fourth.
1W10 for the fifth
and so forth.

Prayers aren't subject to such limitations (or more
precisely, the intervention of Malkion is not).
However, the Battle Seers would still have to see you,
and even if their very best magics keep an eye on what
is happening within 1,000 kilometres of Loskalm,
you're still beyond that.

The people of Seguarane need to actually hear the
debate, to be convinced of Anzhur/Hrestol's arguments.
I don't know what magics people have to do that.
