The Abiding Book was written before the closure, so for me, it isn't the spell to open the seas to the boats... I see it more like a Glorantha's version of Moise opening the red sea to let the Jews flee out of Egypt.
If we may lower the level of the waves or even the sea around our vessel during the storm, don't you think the impact of this fury should be reduced accordantly to the level of success of the spell, no?

I don't know if this is relevant, but according to "Men of the Sea" Ozur bay was not affected by the Closing, "allowing the Loskalmi navy and merchant fleets to remain operable".
