[Design] Skills, specialisations and prerequisites...

Skills that are never going to be used in the  game, should not cost a character "points" when creating their  character.  They're background/flavour.

In  short people can train for a profession but life has a way of making  other plans and unexpected PC's can be created to reflect this if the  game system/referee allows it
