Does the -10 apply to Rootless Elves as well?

  Lev, I´m wrestling with some of the rules aspects of elvishness before I
can really make the character. My main concern at the moment is the
generic -10 penalty for elves when outside a forest. I was actually toying
with the idea of a dryad rather than an elf and that´d be a worse situation.
