I used to play that rootless elves were often the messengers and 
diplomats for the forests. They lack elfsense and learn to use their 
other senses to compensate - so I certainly never believed that rootless 
elves suffered a penalty outside the forests (or a bonus when within it 
for that matter). Even back in RQ2 days it was clear that rootless elves 
did the things that normal elves could not or would not do.

Of course being rootless is not necessarily nice for the elf concerned, 
in human terms i think its a partly like being blind and yet partly like 
being disowned by your family. This may not fit your character concept 
at all.
