  Both of you mention "getting rid" of the penalties and refer to ability ratings from 10 to 1W1. You must be thinking of a mechanic I know not - if my PC wants to express outrage at something, say, I use Outraged 17 -10 to start with. The 10-point charm or the 1W1 ability then give a +1 or a +2, leaving me with 8 or 9.
   
  Am I missing something here?
