That was the plan, yes.

Assuming the heal water talent can be active (one of HQ's sillier
rule-twists, IMO), it looks like it will have to come from that; one
of the other skills (below) would give a higher starting number,
though.

Heal Water 15
+3 Moments Yearnings' Wisdom of the Green Age 15W (he is going to
tell the waters - the undines or whatever - all about how wonderful
it was in the Green Age, before the world was made impure by evil
things such as Sorcery; downriver is a great forest which has been
created and which remembers the Green Age; it is peopled by elves;
but, for it to persist, the waters must wash away a great sorcerous
impurity which is even now heading in that direction; the waters must
sing a pure song of the Green Age as they wash away the filth)
+2 Sing 17 (Icthya is going to treat them the relevant song)
+2 Intercessor for the Watering Hole 17 (Icthya persuades the waters
of her credentials)
+2 Spirit face 17 (not sure, but she may need this to talk to the
waters?)
+2 Fellowship 17 (this is why she's doing it)
+2 Remember better days 17

If it comes to it, Icthya has a bit of a plan for guiding the waters
down to the right place at the right time (using the Fetish's rushing
crushing hooves 10W just like in LoTR)

If necessary as well, she has a plan for Tanuki to be sat in the way
of the undead army disguised as a mysterious wild shaman (Shapeshift
3W), possibly with icthya present too as a spirit of the forest, and
protected by Icthya's Hide from Prying Minds spirit (12W), to engage
the leaders of the army in wild, random and misleading prophetic
claptrap (trickery 1W plus Ichtya's Trickery 20 and Man-trapping 15),
interspersed with rhythmic tummy-drumming (12). The aim of this would
be to keep that army in the right place for the holy waters. She'd
rely on her normal hiding stuff too.

But, both of those dependent on how many places shecan be in and
soon.
