Yep, that's an excellent core ability.

I'll use this to establish communication rather than
as a bonus to making the water holy. Standard
resistance of 14, roll of 6 vs Ability 17, roll of 3.
Icthya's request is understood clearly and without
ambiguity.

Yes, both of those are appropriate. So an ability
total of 6W, roll of 16, bumped to a success vs a
standard resistance of 14 (remember these have been
"sorcery waters" for a long time and it's against
their nature to be bound like this), roll of 2.
So that's a marginal failure for you. You can bump
your results with a Hero Point if you like.

That is pretty cool, and will work quite nicely, but
at the moment the waters are resisting the idea. "Long
have we flowed through the Kingdom of Seshnela, and
long have worked with the Thrice-Walled City. Never
have they bound us in this manner. Why should we seek
to return to some long gone ancient age when our
nature is with the present and with the current flow?
