Or only for the category 'shield hits', the one that becomes regular
hits if you have no shield.
Someone skilled in shield can prevent most that damage without wearing
away the shield
Otherwise a shield will not stop many hits
But anything that does not damage the person is good ;)
The chart is based on accuracy, the shield can only stop a large
percentage of possible hits but some manage to go around them.

yup, I expect that is what was meant in the rules.
But it is bad for characters...
Invest in a good hat! AV9(human El9) or even AV12(Dwarvish El13) is
possible using helms for full plate
Very expensive! But worth it
Best defense is not being hit!
Use your skill defensively unless you really need it on offense, the
severe chance is not very large and the deadly is tiny!
So a few points of skill in defense can reduce that to no chance!
In heavy armor all skill in defense can make it damn hard to hurt you!
Of course you also loose your potential damage boosts from skill doing
that, so weigh your risks well ;)
And invest in LUCK items as they reduce that severe/deadly chance
directly since they add to all opponents rolls!!!
